Should We Ban Right Hand Turns on Red Lights ?

Matt Elliot of the Toronto Star posted online today that 2-4% of the estimated Toronto pedestrians and cyclists killed or injured are hit by drivers making right hand turns on red lights.

Matt Elliot does not say that all right hand turns should be banned on red lights but focuses on the busy pedestrian area of the downtown core of Toronto, for example Bathurst Street to the Don Valley Parkway and from the Lakeshore to Bloor Street.

Cities Such as New York City and Montreal have already had bands like this at intersections, city wide.
